    No. ECI/PN/76/2021 August 26, 2021 PRESS NOTE ECI organizes two-day SVEEP Consultation Workshop A new initiative of personalised ‘Letter to New Voters’ unveiled; compilation of lyrics of SVEEP songs also released SVEEP teams to ensure voter centric messaging; ease of enrolment and polling to be ensured: CEC Shri Sushil Chandra The Election Commission of India organized a two-day SVEEP (Systematic Voters’ Education and Electoral Participation) Consultation Workshop on August 25-26, 2021. The agenda of the workshop was to review State SVEEP Plans & conduct extensive deliberations on the important aspects of SVEEP for a comprehensive strategy for the forthcoming elections. Addressing the participants, Chief Election Commissioner, Shri Sushil Chandra, observed that each voter interacts with the election machinery at two critical stages namely during enrollment and poll day and the two experiences must be very pleasant ones. He stressed that the field teams should ensure that the enrolment process is seamless and polling experience remains hassle free for the voters. He added that it is imperative that we evaluate our strategy & current interventions at regular intervals; identify critical gaps and address the challenges to devise deliverable action points. He emphasised that implementation of the strategy at the ground level is important. Shri Chandra stressed on the need for a 360-degree SVEEP - Communication Strategy to ensure that voters have access to all election related information and our SVEEP strategy must be voter centric and booth centric. Shri Sushil Chandra along with Election Commissioner Shri Rajiv Kumar unveiled a new initiative to reach out to new voters through a personalized letter from the Commission when sending out their Voter ID Cards. The package would include a Voter Guide for new voters along with a congratulatory letter and a pledge for ethical voting. Election Commissioner Shri Rajiv Kumar said that the need for communication is self-evident in today’s world. He highlighted the role of social media and the new mediums of communication in outreach efforts. Shri Kumar elaborated on the importance of content strategy and distribution channels as part of the holistic communication plan. He said partnering with district level local icons would help strengthen our messaging with our voters. Election Commissioner Shri Anup Chandra Pandey, while interacting with the teams on the previous day highlighted the importance of synergy between the use of social media & traditional forms of communication in the SVEEP strategy. Shri Pandey said that the state teams should further conduct similar workshops and deliberations with District Electoral Officers and their teams in respective states. Secretary General, Shri Umesh Sinha during his welcome address said that the consultation workshop would help revisit the fundamentals of SVEEP Programme & take a fresh look at different interventions and approach. He added that SVEEP is a 360-degree communication plan with the objective to reach each and every voter. The Commission also launched the latest issue of the ‘My Vote Matters- a Quarterly magazine of the Commission; a document on Online Activities for Electoral Literacy Clubs and a song booklet with a compilation of lyrics of motivational SVEEP songs . The two-day consultation workshop was attended by Chief Electoral Officers and SVEEP Nodal Officers from Goa, Punjab, Manipur, Uttar Pradesh and Uttarakhand. To further enrich the idea & knowledge exchange, Senior officers from the Ministry of Information & Broadcasting were also invited for this consultation workshop. The workshop was also attended by Senior DECs, DECs, DGs, CEO Delhi and senior officials from the Election Commission. As part of the consultation workshop, brainstorming sessions were held on broad themes including Critical Gaps Analysis & Targeted Interventions (Gender, Youth & Service Electors); Persons with Disabilities & Senior Citizens; Mainstreaming of Electoral Literacy & Revitalizing ELCs, Chunav Pathshala & Voter Awareness Forums; Utilizing Media & Social Media to amplify SVEEP Outreach; Leveraging Collaborations & Partnerships and Preparation of Booth, AC, District wise SVEEP Plan with special focus on Low Voter Turnout areas. Based on the inputs of the thematic discussions, CEOs presented their State specific SVEEP Plans for the forthcoming elections. Systematic Voters’ Education and Electoral Participation program is the flagship program of the Election Commission of India for voter education & awareness, spreading voter awareness and promoting voter literacy in India. SVEEP’s primary goal is to build an inclusive & participative democracy by encouraging all eligible citizens to vote and make an informed decision & ethical choice.

    No. ECI/PN/44/2019 Dated: 30th March, 2019 PRESS NOTE Community Radio Stations across the country assure to contribute their best for voter education & awareness. 120 Community Radios attend SVEEP workshop of ECI at IIIDEM In a first of its kind initiative, the Election Commission of India has reached out to over 150 Community Radio stations from across the country to help educate and inform the voters. The event was organised by India International Institute for Democracy and Electoral Management (IIIDEM), in partnership with Seeking Modern Applications for Real Transformation (SMART), at IIIDEM, Dwarka, New Delhi. The main purpose of the workshop was for training and capacity building of Community Radios for voter education and awareness. In the Valedictory address on March 29, 2019, Mr. Umesh Sinha, Senior Deputy Election Commissioner, ECI said that the Community Radio is one of the best medium to reach the last voter of the country. He said that these workshops were just the beginning to a long term and sustained engagement and Community Radio can play a vital role in motivating and mobilising the voters, enlisting the underserved voters into the electoral roll, mobilising them to go to the polling booth, educating them about their rights and responsibilities, and making them an informed and educated voter. He emphasised that every voter is the first representative of the country, they are the soldiers and play an important role in protecting democracy. All voters across the country have the same power. Elections provide a level playing field as each vote has the same power, no matter who casts it –the richest of the rich or the poorest of the poor. He said that Community Radio can play an important role in strengthening democracy by developing content in their local dialects and deepening the process of voter education and awareness upto the grass root levels. He assured that Community Radio Stations will now become an integral part of the voter education programme. The workshop was inaugurated by Mr Chandra Bhushan Kumar, Deputy Election Commissioner & DG, IIIDEM on March 25, who iterated that Community Radios can play a pivotal role in increasing voter enrolment and participation in the “Festival of Democracy“. He said that the tag line of ‘No voter to be left behind’ was to ensure that each and every eligible voter irrespective of his or her economic status, class, caste or profession understands the importance of his or her vote. He talked about the measures taken to include migrant workers, homeless, tribal persons, persons with disabilities (PWD), service voters, NRIs. He said that the effort of the Commission is to ensure fair and fearless elections and that Community Radios can play an important role in assisting Election Commission. Ms. Archana Kapoor, Founder of SMART, said that inclusion of Community Radio stations in the campaign is also recognition of the work by ECI, being done at the grass root levels by the stations. The stations will broadcast programmes in their own dialect and will develop 5 programmes each, besides broadcasting promotional material. Ms. Kapoor assured that Community Radio station, across the country, will contribute their best for voter education.
