Sir/Madam, I am directed to state that in view of the impending general election to the Legislative Assembly of Jharkhand and in order to maximize the registration of un-enrolled eligible service personnel in last part of electoral rolls, so that after enrollment they can exercise their voting right in the impending general election, the Commission has decided to undertake 2nd Special Summary Revision of last part of electoral rolls in the State of Jharkhand with reference to 1st January, 2019, as the qualifying date, as per the following schedule:- Schedule for 2ndSpecial Summary Revision of the last parts of electoral rolls, 2019 in the State of Jharkhand S.No. Stages of 2ndSpecial Summary Revision Date/Period 1 Draft publication of last parts of electoral rolls (Mother roll i.e. as finally published w.r.t. 1st January, 2019 as the qualifying date in recently concluded special summary revision of last part + one or two supplements, as the case may be, of continuous updating period) On 02.09.2019 (Monday) 2 Period for receiving Forms by the Record Officers/Commanding Officers/Authorities concerned - Verification and scanning of Forms. - Preparation of XML files, - Uploading of XML files along with signed and verified Forms by the Record Officers/Commanding Officers/Authorities concerned. From 02.09.2019 (Monday) to 17.09.2019 (Tuesday) 3 Process and Disposal of signed and verified Forms alongwith XML files by EROs Returning of incomplete Forms/XML files by EROs concerned. By 27.09.2019 (Friday) 4 Re-submission of corrected Forms/XML files by Record Officers/Commanding Officers/Authorities Final orders by EROs.     By e-mail/Speed Post ELECTION COMMISSION OF INDIA NIRVACHAN SADAN, ASHOKA ROAD, NEW DELHI -110001 No.23/2019-ERS (Vol.-III) Dated: 25th July, 2019 To, The Chief Electoral Officers of all States & UTs (except Haryana, Jharkhand and Maharashtra) Subject: - Special Summary Revision of Photo Electoral Rollsw.r.t. 01.01.2020 as the qualifying date - Programme - regarding. Sir/Madam, I am directed to state that as per existing policy, revision of electoral rolls with reference to 1st January of the coming year as the qualifying date is done in later part of each year in all States/UTs (normally in the last quarter of a year) so that final publication of the electoral rolls could be made in the first week of January of the succeeding year. The revision schedule is prepared in such a manner that the electoral rolls are finally published much before National Voters’ Day (25th January of every year) so that EPICs generated for new electors especially young voters ( 18-19 years) can be distributed to them in ceremonial manner on the day of NVD . The Commission, taking all aspects into consideration, has directed to undertake Special Summary Revision of Photo Electoral Rolls of intensive nature w.r.t. 01.01.2020 as qualifying date in all the States/UTs (except Haryana, Jharkhandand Maharashtra) as per the schedule below:- S.No. Activity Period Pre- Revision activities 1. Improvement in the health of Electoral Roll in campaign mode:- (a.) Removal of DSEs, logical errors, checking of photo quality of elector (a.) Electors Verification Programme (EVP) in a campaign mode with the help of SVEEP. During the programme, the citizens may be encouraged to come forward and authenticate existing elector’s details relating thereto, by giving copy of one of the following documents:- 1. Indian Passport 2. Driving License, or 3. Aadhar 4. Ration card 5. Any other document as approved by the Commission. (c.) The citizens will verify their electoral details through “Voter helpline” mobile app, NVSP portal, by visiting Common Service Centres (CSCs) or submitting a hard copy of filled up forms through BLOs to EROs. (d.) Information/details of un-enrolled citizens/dead/shifted electors etc; to be collected through crowd sourcing. The citizens will give the details through abovementioned sources. 01.08.2019 (Thursday) to 31.08.2019 (Saturday) 2. House to house verification by BLOs:- a. H2H verification through BLOs, where BLOs would verify the information/details collected from citizen through crowd sourcing as well as verification of the same. b. BLOs would also collect information/details of un-enrolled/dead/shifted electors. 01.09.2019( Sunday) to 30.09.2019 (Monday) 3. · Recasting of Section/Parts, · Standardization of addresses · capturing of GIS location of PS, · Exploration of Alternate Polling Station Locations and confirmation of AMF. · Collection of Data/information to be done by BLOs and verification is to be done by AEROs/EROs/DEOs and Roll Observers. Finalisation of proposed restructuring of section/part boundaries location of polling stations and getting approval of list of polling stations from the Commission thereafter · Updation of age-cohort wise projected population. 16.09.2019(Monday) to 15.10.2019(Tuesday) RevisionActivities 4. Publication of Integrated draft electoral roll 15.10.2019(Tuesday) 5. Period for filing claims & objections 15.10.2019 (Tuesday) to 30.11.2019(Saturday) 6. Special campaign dates 02.11.2019 (Saturday) & 03.11.2019 (Sunday) 09.11.2019 (Saturday) & 10.11.2019 (Sunday) 7. Disposal of claims and objections By 15.12.2019 (Sunday) 8. Sir/Madam, I am directed to refer to the Commission’s two letters of even no. both dated 25.07.2019 on the subject cited communicating schedule for the SSR of Photo Electoral Rolls w.r.t. 01.01.2020 as qualifying date and detailed instructions/guidelines for pre-revision and revision activities. As mentioned, the Commission has directed to launch a special Electors Verification Programme (EVP) during the pre-revision period in a campaign mode with the help of comprehensive SVEEP. 2. In this connection, a Video Conferencewas conducted by Dr. SandeepSaxena, Sr. DECwith all CEOs (except Maharashtra, Haryana and Jharkhand) on 30.07.2019 in which all active points, expected outcomes and processes were discussed, in detail. 3. Based on suggestions received from CEOs,the Commission has decided that the Electors Verification Programme (EVP)will be conducted from 16.08.2019 to 30.09.2019. The Commission has directed that during period 01.08.2019 and 15.08.2019, following activities will be completed:- · For educating citizens, leaders and other stakeholders, SVEEP plan with appropriate radio jingles, posers etc. will be prepared and it may go live in media at the time of launch. · DEOs and CEOs may hold meetings with political parties and other stakeholders to brief them about EVP and invite them to extend their full cooperation. · CSCs and Voter facilitation centreswill be established to give facility for verification to citizens. As per the directives of the Commission contained in letter No. 23/CSC/2019 dated 27thMarch, 2019, CSCs have been approved for empanelment. However, wherein CSCs are not available or any other state specific centres are performing better, CEOs are empowered to consider them along with CSCs to provide similar citizen services. After meetings with CSCs/ othercentres, the reasonable rates and terms conditions will be determined by CEOs, for providing various services to citizens, as already approved by the Commission for CSC. CEOs will ensure that there would be one centre for each villagePanchayat. A list of such identified facilitation centres may be published and displayed on website prominently for better outreach. · Wherever internet/mobile connectivity is poor orCSCs/facilitation centers/ are not available in sufficient number, CEOs are permitted to use services of volunteersto collect electors information for EVP through registered handheld devices (owned by them or provided by CEO and DEO). CEOs are authorized to do so under intimation to the Commission after due diligence in their selection. However, verification will be done by BLOs only. · Cascaded training to DEOs, AERO, election officers, BLO supervisors and BLOs may be conducted between 6th to 12th August, 2019 using ACLMT, DLMT and SLMT. SLMTs will be trained by ECI(IT and ER division) between 02.08.2019 to 05.08.2019 through Video Conference. · District Contact Centresmay be activated by 15.08.2019. The staff at DCC, CSCs and selected volunteers, if any, would also be given suitable orientation for effective implementation during this period. · BAG, local authorized, RWA campus ambassadors may be actively involved for sensitization and mobilization activities under EVP. They may be involvedfor collection of information, however, verification will be done by BLOs only. · For the sake of accuracy (avoiding mistakes on data entry by DEO at ERO office) to the possible extent,information collection and verification etc. may be done digitally. Therefore, tech savvy BLOs may be selected by DEOs and EROs under guidance of CEOs and theymay be used for verification. 4. It is further directed to undertake identification and appointment of representatives of political parties at state level, district level and AC level and to ensure that political parties appoint BLAs for booth level through NVSP. 5. The political party representatives at AC, district and booth level (BLA), will be given “view only” facility on NVSP under their representative login, wherein they would be able to see the programme/information relating to ER activitiessuch as Form 9, 10, 11, 11a, lists of objections and orders passed by ERO, within the period where objections can be raised. This would keep political parties informed will in time. 6. The Commission has further directed that names of electors deleted till the date of draft publication shall be conspicuously displayed on websites of CEOs and DEOs and also the concerned elector shall be informed, well in time, so that he/she may have sufficient time to make appeal, if needs so be.
