    No. ECI/PN/73/2019 Dated: 21st July, 2019 ETPBS & Service Voter; a successful turnout for Lok Sabha Election 2019 Among the many milestones recorded during the recently concluded Lok Sabha Election 2019, Electronically Transmitted Postal Ballot System (ETPBS) is one of its kind, in the world’s largest democratic election process. Compared to 13,27,627 number of registered Service Electors of last General Election in 2014, a record highest number of 18,02,646 were enrolled as Service Electors through online registration with the dedicated portal https://www.servicevoter.eci.nic.in who were sent postal ballots electronically. For the first time a full-fledged online registration portal for service electors has been used to save processing time, resources and human errors. Persons working in Central Forces under Arms Act and Government officials deployed in Embassies outside the country are, classified as Service Voters and are provisioned for online enrolment. Out of the total number of Service Electors, 10, 16,245 were from Ministry of Defence, 7,82,595 from Ministry of Home Affairs (Central Armed Police Forces), 3539 of Ministry of External Affairs and State Police 267. In the seven phases spanning election, total 18, 02,646 postal ballots were dispatched electronically using the flagship IT programme of Election Commission of India, known as ETPBS. In 2019, 10,84,266 e postal ballots were received indicating 60.14% turnout, which is significant improvement compared to 2014 when turnout was only 4%.. ETPBS is developed by Election Commission of India, for the use of the Service Voters. It is a fully secured system, having two layers of security. Secrecy of voting is maintained through the use of OTP and PIN and no duplication of casted ETPB is possible due to the unique QR Code in the portal https://www. etpbs.in. Through this system the service voters cast their vote on an electronically received postal ballot, from anywhere outside their constituency, thus the chances of losing the voting opportunity has reduced. The purpose of the online system was to create convenient and easy-to-use online system for Defense Personnel to become Service Voters. With the motto of “no voter to be left behind”, Election Commission of India’s ETPBS has empowered and ensured all eligible service electors with their constitutional power to vote while performing their duty for the nation.

    SOP for Counting of Service Voters using ETPBS Note: Scanning of QR Codes should be done in sequence without fail. Form 13-C should be scanned first, followed by both the QR Code on Form 13-A and then Form 13-B of the same postal ballot. Sequence of QR Code scanning should not be change under any circumstances. Step 1: The Outer covers (Form 13-C) which is having QR Code on lower right hand side, it will be read by the QR Code Reader and necessary valid checks will be performed for possible duplicates and verification of the service voter. A unique serial number will be provided by the computer. This serial number will also be manually marked by RO on the envelope being verified. Step 2: If no duplicate and correct verification is found, then only outer envelope (Form 13-C) will be open. Step 3: Open the outer cover (Form 13-C) and take out the two documents which are required to be found inside. The first one is declaration (Form 13-A) and the second one is inner cover (Form 13-B) containing the postal ballot paper. Step 4: RO should take out the declaration from Outer Envelope, Form 13-A and the inner cover in Form 13-B. Step 5: Now scan two QR Codes on Form 13-A one by one and after that scan the QR Code which is on lower right side on Form 13-B. Step 6: Note down the Sl. No. generated in all the above Covers. Step 7: If the QR Code reading does not raise any anomaly, keep Form 13B envelope and the Declaration back in Form 13C envelope and keep the envelope in a tray meant for valid Envelopes to be taken up for counting. If the QR Code reading indicates any discrepancy such as the documents not being genuine or multiple copies of the document have been received, such envelopes shall be kept in a separate tray meant for rejected envelopes. In the case of rejection of envelope/documents on QR code reading, the ARO in-charge of the team should see and satisfy himself about the discrepancy shown in QR code reading that results in rejection.

    General Elections to the House of the People, 2019 and General Elections to the Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim and bye elections to 37 Assembly Constituencies of 12 States to be held simultaneously - Commission's Direction regarding transmission of postal ballot papers for service voters, electronically. The Direction dated 20th March, 2019 issued by the Commission in terms of second proviso to sub-rule (1) of Rule 23 of the Conduct of Elections Rules, 1961, laying down the manner of transmitting postal ballot papers electronically for transmission of postal ballots for service voters at the current General Elections to the House of the People, 2019, State Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim and bye elections to 37 Assembly Constituencies (as per Annexure-I) of 12 States. You are requested to forward copy of the Direction to the Returning Officers for electronic transmission of postal ballot papers to the service voters. This may also be communicated to District Election Officers and the other election authorities. The contesting candidates should also be briefed by Returning Officers IDistrict Election Officers in this regard.

    Chief Electoral Officers to furnish to the Record/Unit offices blank envelopes for them to use the same for the service voters in various units for the Electronically Transmitted Postal Ballot Papers (ETPBs). There is no need to print the name of the State on such envelopes or any other particulars. Further, in cases where envelopes already printed contains description such as "Postal Ballot Paper", description of Form, etc., they may also be used for supplying to the Units. 2. A question has been raised about the colour of such envelopes and also about cases where envelopes with description such as "Form 13C", Form 13B", "Postal Ballots" already printed. It is clarified that such envelopes should be of white colour. However, if envelopes have been printed in any other colour, they can be used and it is not necessary to print afresh in white colour
