When is the Election (Election dates)? Ans. The tenure of the current Delhi Legislative Assembly ends on February 22. The Delhi Assembly Election 2020 will take place in a single phase with voting in all 70 constituencies scheduled for February 8 (Saturday). The polling in all the polling stations in all 70 Assembly constituencies would begin at 8 am and continue till 6 pm. Q. How do I know if I can cast my vote? Ans. You can vote only if your name appears in the Voter List (also known as Electoral Roll). Voters can also find information on Polling Booths, Contesting candidates, Election Dates & Timings, Identity cards and EVM. Name in Voter List / Electoral Roll You can only vote if your name appears in the Voter List (also known as electoral roll). Verify your name on the list by either: Logging on to electoralsearch.in Calling the Voter Helpline 1950 SMS <ECI> space <EPIC No> to 1950 (EPIC stands for Electors Photo Identity Card also commonly known as Voter ID card). Example - If your EPIC is 12345678 then sms ECI 12345678 to 1950 Voter Helpline App Q. Where to vote? Ans. There are 13750 dedicated polling booths that have been set up for the Delhi assembly elections. To locate your polling booth, voters may use the services of the Voter Helpline App. The voter helpline number 1950 will also help voters locate polling booth or get the details by sending an SMS to 1950 with <ECIP011> space <YourEPICNo> Voters can go to electoralsearch.in or use Voter Helpline App to find their polling booth. Q. Can I vote if I do not have a Voter ID card? Ans. For identification of voters at Polling Station, the Voter shall present his EPIC or any of the following identification documents approved by the Commission along with the Photo Voter Slips. Photo Voter Slip shall not be accepted as a stand-alone identification document for voting. Passport Driving License Service Identity Cards with photograph issued to employees by Central/State Govt./PSUs/Public Limited Companies Passbooks with photograph issued by Bank/Post Office PAN Card Smart Card issued by RGI under NPR MNREGA Job Card (Mahatma Gandhi National Rural Employment Guarantee) Health Insurance Smart Card issued under the scheme of Ministry of Labour Pension document with photograph Official identity cards issued to MPs/MLAs/MLCs Aadhaar Card Q. Can I vote if I do not get a Voter slip ? Ans. The Personal Vault facility is provided in the Voter Helpline mobile application here you can download digital voter slip. Q. Which is my Assembly Constituency? Ans. Visit the website electoralsearch.in. By this you can easily check your constituency, polling booth and serial number in polling booth. The user can find his/ her constituency by scanning the barcode of the EPIC card by using Voter helpline App. To see the your assembly constituency/Polling station, see the Personal Vault. Q. What is the Voting Process at Polling Booth? Ans. First polling official will check your name on the voter list and check your ID proof.Second polling official will ink your finger, give you a slip and take your signature on a register (Form 17A). You will have to deposit the slip at the third polling official and show your inked finger and then proceed to the polling booth. Record your vote by pressing the ballot button opposite the symbol of the candidate of your choice on the Electronic Voting Machine (EVM); You will hear a beep sound. Check the slip that appears in the transparent window of the VVPAT machine. The slip with the Candidate serial No., Name and Symbol shall be visible for 7 seconds before it drops in the sealed VVPAT box. You can press NOTA, None of the Above, if you don't like any candidate; it's the last button on the EVM. Q. How to use EVM (VVPAT)? Ans. EVM stands for Electronic Voting Machine and VVPAT stands for Voter Verifiable Paper Audit Trail (VVPAT). See the video for how to vote using EVM/VVPAT. Q. What is the Model Code of Conduct? Ans. The Model Code of Conduct for guidance of political parties and candidates is a set of norms which has been evolved with the consensus of political parties who have consented to abide by the principles embodied in the said code and also binds them to respect and observe it in its letter and spirit. The Model Code of Conduct is enforced from the date of announcement of election schedule by the Election Commission and is operational till the process of elections are completed. Q. Where can I report if I observe any violation of Model Code of Conduct? Ans. One of the easiest and effective way for lodging MCC violation related cases is trough c-VIGIL Mobile App which allows every citizen within the election boundaries to report the Model Code of Conduct / Expenditure Violations by taking photo/audio/video through their mobile phones. cVIGIL empowers Citizens to report Model Code of Conduct Violations such as bribery, free gift, liquor distribution, playing loudspeakers beyond the permissible time during the elections. By using a simple mobile app, the citizen captures the live photo or video. The Election machinery comes into action immediately as they get the evidentiary proof of the violation. Every cVIGIL case is acted upon and replied back with the action taken in the 100-minute timeline. The cVIGIL is now being used in Delhi elections. Are there facilities for the elderly and persons with disability in voting booths? Ans. The Commission has issued instructions to ensure that as far as practicable, all polling stations are located at ground floor and sturdy ramps of proper gradient are provided for the convenience of differently abled electors with wheelchairs. It has been directed that differently abled electors are given priority for entering polling booths, provision made for designated parking spaces close to the entrance of polling station premise and special care to be provided to electors with speech and hearing impairment. Facilities that include signage, help desk, polling booths on the ground floor, ramp, Accessible Photo Voter Slips with Braille Features, accessible restrooms and drinking water facilities are being put in place by the election commission. The PwD electors can request for the wheelchair facility by using the PwD Mobile App available from the Google Play store. The Commission has directed that there should be proper transport facility for PwD electors in each and every polling station on the day of poll. Each and every PwD elector will be provided free pass on public transport on poll day. When will the results be declared? Ans. The counting of the votes polled in a total of 70 Assembly constituencies in Delhi will begin from 8 am on February 11, 2020. The result portal results.eci.gov.in would contain the information in a compiled manner such that citizens get to know the authentic and realtime results even before it is available in any media house. The result will not only be available through the website but also be available through the Mobile App i.e. Voter Helpline App and through the results trends TV. Voter Helpline App allowed the users to see the authentic results directly on their phone from anywhere. The user can also view the real-time results of his/ her constituency by scanning the barcode of the EPIC card.
