    No. ECI/PN/88/2020 Dated: 09th November, 2020 PRESS NOTE Subject: Arrangements for the dissemination of result trends for General Election to the Legislative Assembly of Bihar & Bye-Elections of various States, 2020 - 10th November 2020 The result trends to Bihar Assembly and Bye-elections will be available w.e.f 8 AM, 10.11.2020 on the following places apart from all the counting centres. 1. https://results.eci.gov.in/ The results are displayed on the website of the Election Commission of India and are updated every few minutes to display the current round wise results of each constituency 2. The results are also available from the “Voter helpline” Mobile app available at Google Play Store and Apple App Store. The website / mobile app will display information filled in the system by the Returning Officers from their respective Counting Centers.     No. ECI/PN/87/2020 4th November 2020 PRESS NOTE ECI to host International Election Visitors Programme 2020 for Bihar Legislative Assembly Elections [05- 07 November 2020] The Election Commission of India is organizing an International Virtual Election Visitors Programme 2020 (IEVP) for foreign Election Management Bodies (EMBs)/Organisations from 05-07 Nov 2020, in the context of the ongoing Bihar Legislative Assembly Elections. In the past, ECI has organized International Election Visitor Programmes (IEVPs) for foreign EMBs/Organizations in 2014 Lok Sabha elections; elections for a few State Assemblies in Feb/March 2017 and Lok Sabha Elections in May 2019 Bihar has an electorate of over 72 million, one of the largest in the world to vote so far amid the COVID19 pandemic. This provides us with an opportunity to share our best practices and experience of the conduct of our poll process during the pandemic period. Delegates from over 40 countries across the world including Afghanistan, Australia, Bangladesh, Cambodia, Indonesia, Malawi, Maldives, Moldova, Mongolia, Mauritius, Nepal, Philippines, Suriname, Trinidad and Tobago, Ukraine, Uzbekistan and Zambia etc. and 3 international organizations (viz. International IDEA, International Foundation of Electoral Systems (IFES) and Association of World Election Bodies (A-WEB) have been invited to participate in the IEVP 2020. The Programme for IEVP 2020 comprises an online briefing session on 05 Nov. 2020 which would provide to the participants an overview of the large canvas of Indian electoral process, the new initiatives taken by ECI on voter facilitation, transparency and accessibility of electoral system; and ECI’s response to the changing needs of training and capacity building. The keynote address at the inaugural session will be delivered by Chief Election Commissioner Shri Sunil Arora. The session shall also be addressed by Election Commissioners Shri Rajiv Kumar and Shri Sushil Chandra. On the second day, 06 Nov 2020, the Programme will provide a unique overview of the Commission’s flagship programme for voter awareness – SVEEP (Systematic Voters’ Education and Electoral Participation). The Chief Electoral Officer of Bihar will share the State’s experiences with the global audience. On 07 Nov 2020, the participants are being invited to a virtual tour of polling stations in Bihar. The visit will be amplified by exclusive footage, a walkthrough of the electoral process, and various arrangements at the polling station for a free, fair, participative and safe election.

There shall be four Awards, one each for Print media, Television (Electronic), Radio (Electronic) and Online (Internet)/Social media. 2. The awards are to recognize the outstanding contributions by Media Houses to promote electoral participation by creating awareness about accessible elections, educating people about the electoral process and raising awareness among the general public about the relevance and importance of voting and registration. 3. The award(s) will be in the form of a citation and plaque and will be presented on the National Voters’ Day (25th January 2021). Criteria The Jury will base their assessment on the following criteria: Quality of Voter awareness campaign Extent of coverage / quantity Evidence of impact on the public Any other relevant factor(s) CONDITIONS OF ENTRY Entries must have been published or broadcast/telecast during the relevant period. Print entries must include: 1. Summary of the work carried out during the relevant period which should include number of news items/articles total print area in sqcms 2. A PDF soft copy OR a link to a relevant web address OR a full size photocopy/print copy of the newspaper/articles; 3. Detail of any other activity like direct public engagement etc. 4. Any other information Broadcast Television (Electronic) and Radio (Electronic) entries must include: 1.     No. ECI/PN/19/2020 Dated: 31st January, 2020 PRESS NOTE ECI Reviews Delhi's Poll Preparedness with CEO Delhi, Chief Secretary, Commissioner Police & Senior Officers of Delhi Administration Election Commission of India today convened a special meeting with the Chief Electoral Officer Delhi, Special Commissioner Police along with District Electoral Officers, District Commissioners of Police, Nodal officers and the Chief Executives of Local Bodies and held a comprehensive in-depth review of the poll preparedness for General Election to the Legislative Assembly of NCT of Delhi, 2020 and discussed all important aspects to ensure holding free and fair elections in Delhi. A meeting with Chief Secretary, Commissioner of Police, Home Secretary, Finance Secretary, Special Commissioners of Police and CEO Delhi was also held in which various important issues were discussed at length to ensure elections are held in a smooth manner in all Polling Stations on 8th February 2020 in Delhi. Chief Election Commissioner of India, Shri Sunil Arora said in keeping with the mandate of ECI, it is of prime importance that elections are conducted in free, fair, peaceful, accessible, inclusive, participative manner. He said ECI would be ready to handhold whenever required but field level officers should take swift action wherever warranted to ensure fair, just, legal and impartial elections. Shri Arora particularly invited the attention of administrative officers in border districts of Delhi to ensure that adequate Law and Order arrangements are made especially in the identified vulnerable polling booths so that all electors feel confident in exercising their voting rights in secure atmosphere. Addressing the meeting, Election Commissioner Shri Ashok Lavasa said while the general level of preparedness is a source of satisfaction, Officers need to be extra alert to ensure that no oversight in administrative control or efficiency is committed and groundwork is done regularly to handle any evolving situation. Election Commissioner Shri Sushil Chandra cautioned the Officers against any complacency in ensuring zero-error execution and delivering peaceful elections in Delhi. He emphasised that local teams should keep coordination with IT teams and bordering State counterparts to ensure due attention in law & order and expenditure sensitive pockets. Chief Secretary NCT Delhi apprised the Commission that all arrangements have been made to ensure free, fair and peaceful elections in Delhi. Commissioner of Police reassured that Delhi Police will keep a strict vigil on law and order situation and take prompt and strict action against violators of law. Sr. Deputy Election Commissioner, Shri Sandeep Saxena, in-charge of Delhi at ECI, initiated the review of efforts put in inter alia for Electoral Roll management, Polling Booth arrangements, Security personnel deployment, Quality and fidelity of Transportation Plan, Training of polling staff with special focus on electoral process, EVM-VVPAT procedures, Complaint redressal mechanism, Observers deployment, IT applications usage for voters' facilitation and for Polling officers on duty, arrangements of EVM strong room, counting day arrangements, etc. CEO Delhi Dr. Ranbir Singh assured the Commission that all preparation is on track to deliver peaceful polls. He said entire electoral machinery is fully geared with arrangements tied up with local bodies. Due care has been taken to have Voter I-cards distributed in time, special transport facilitation to senior citizens who have opted for postal ballot facility, QR code facility in 11 ACs to keep voters informed of their number in the queue at polling booths with additional staff in pilot areas. Respective DEOs and DCPs assured adequate surveillance, including that in border and rural fringes, Personnel management & training, Focus on Assured Minimum Facilities at the Polling stations, Appropriate Confidence Building Measures with local communities, Vulnerability mapping in law &order and expenditure sensitive pockets, seizures & preventive action and precautions being taken. It may be recalled that a comprehensive review meeting to assess the poll preparedness with all concerned officials including CS, CoP, CEO, DEOs, DCPs, Chief Executives of Local Bodies and all other concerned senior government officers of Delhi Administration was conducted by the Commission on 26th December 2019. Earlier also Sr. DEC, Sh. Sandeep Saxena had conducted poll preparedness meetings on 4th November 2019, 10th December 2019 and on 28th January, 2020 with all Delhi Election related officials.
