No.23 / LET / ECI /FUNC/ERD- ER/2018          Dated: 2nd January ,2019

To,
The Chief Electoral Officers
of all States/UTs

Subject: Special Summary Revision of electoral rolls w.r.t. 01.01.2019 as the qualifying date - Running of campaign "Voter Verification & information Programme (VVIP)"-regarding.

Sir/Madam,

With meticulous and broad planning, the on-going revision process has entered into the final phase in all States/UTs (except Chhattisgarh, Mizoram, Madhya Pradesh, Rajasthan and Telangana where SSR, 2019 has started recently) after successful completion of pre-revision activities like 100% house to house verification by BLOs to collect information about un-enrolled eligible citizens, prospective voters, multiple entries/dead electors/permanently shifted electors and correction in ER entries, rationalisation of polling stations and formation of sections etc. ln order to ensure the purity and fidelity of electoral rolls, all the States/UTs have recently been asked to conduct BLO-BLAs meeting so as to find out the gaps in registration and assess the quality of roll to strategies for bridging such gaps in the continuous updation period after final publication.

2. Further, the CEOs have also been directed to write to recognized political parties immediately, intimating them regarding the steps being taken by the Commission and appealing them to appoint BLAs for each polling station to take part in the BLO/BLA meetings.

3. ln view of the impending general election to the House of People, 2019, it is proposed to run an intensive campaign appealing to the citizens and political parties in the States/UTs to search and verify their names in the electoral rolls to be sure that their names find place in electoral rolls as one would be able to exercise his right to vote elections only if he is enrolled in the existing electoral roll................
