Sir/Madam,

I am directed to refer to the Commission’s letter of even number dated 07th August 2020 and 24th August 2020(for Haryana and Maharashtra) regarding schedule and guidelines for Special Summary revision of electoral rolls with reference to 01.01.2021 as the qualifying date and to state that as per the existing instructions all the polling stations with electors beyond 1,500 are to be rationalized before the draft publication of electoral rolls in connection with Summary Revision.

As one of the precautionary measures of Covid-19 pandemic the limit of number of electors assigned to a polling station has been restricted to 1,000 in the State of Bihar and certain constituencies of other States where general and bye-elections are due in near future. For this purpose, these States have been asked to create auxiliary polling stations of all the main polling stations having more than 1,000 electors, as rationalization of polling station could not be undertaken in such constituencies owing to completion of summary revision 2020 in these States, where general election/bye elections are to be conducted on the basis of electoral roll finalized with reference to 01.01.2020 as the qualifying date.

The Commission, taking all aspects into consideration, has decided that rationalization/re-organization of polling stations, as the case may be, would be carried out in all States/UTs on the basis of  1,500 electors as maximum number for a polling station.

All the concerned may be informed accordingly for strict compliance of the Commission’s above instructions.
