    PRESS NOTE
    Subject: Shri Sunil Arora takes over as new Chief Election Commissioner.
    Shri Sunil Arora has assumed charge as the 23rd Chief Election Commissioner (CEC) of India today, on 2nd December, 2018 succeeding Shri O.P.Rawat. Shri Rawat demitted the office on 1st December, 2018 after completing his tenure. 

     

     Prior to assuming charge as Chief Election Commissioner, Shri Arora had been serving as Election Commissioner of India since 1st September 2017. During this time, Election Commission has conducted elections to the states of Himachal Pradesh, Gujarat, Tripura, Meghalaya, Nagaland & Karnataka successfully. Similarly, elections to five poll going states, namely, Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan & Telangana are in various stages of completion and the counting of the same is on 11th December, 2018. During his tenure as CEC, there will be General Election to the 17th Lok Sabha, General Elections besides the elections to State Legislative Assemblies of Sikkim, Andhra Pradesh, Arunachal Pradesh, Orissa, Maharashtra, Haryana, Jharkhand, NCT of Delhi, Bihar and Jammu & Kashmir. 
    Born on 13th April, 1956, Shri Arora, a former Indian Administrative Service (IAS) officer of Rajasthan cadre 1980 batch, superannuated on 30th April, 2016 as Secretary, Ministry of Information & Broadcasting, Government of India. During 36 years of his service, he held various crucial positions in the State Government of Rajasthan and in the Central Government. 
    He served at several key positions viz. Secretary in the Ministry of Skill Development and Entrepreneurship, and Ministry of Information & Broadcasting, Chairman & Managing Director of the then Indian Airlines between 2002 to 2005, member of Board of Directors of Air India, Airport Authority of India Ltd. and National Skill Development Corporation. Shri Arora also served as the Chairman of Rajasthan State Industrial Development & Investment Corporation (RIICO) in 2005-2013 and as Additional Chief Secretary, Home, Government of Rajasthan in 2013-2014 among several other important positions. The text of the statement given by Sh. Arora after assumption is reproduced below:
    “As we are all aware, founding fathers of our Constitution set up the institution of Election Commission on 25th January 1950.  Over a period of time, due to the sheer dedication of so many illustrious CECs, ECs and all those who are working in the Commission as well as those in the field formations have made Election Commission an iconic institution. The entire democratic world looks up to it and those countries who are kind of transiting towards democracies, for them this Commission is a beacon of hope. It is with utmost humility and an enormous sense of responsibility that I have just taken over as Chief Election Commissioner. I have already remained here as Election Commissioner for a little over a year.  All I can say at this stage is that all of us in the Commission shall continue to put our best foot forward to meet the expectation of all the stakeholders strictly in consonance and in conformity with the vision and ideals of the Constitution of India especially the Preamble thereof.
    We are also aware that Elections to Lok Sabha are in the offing. The internal preparations for this actually started sometimes back. We will try to meticulously prepare on all fronts whether it is ER, EVM, VVPATs disseminations through our very credible programme of SVEEP ensuring voting rights through ETPBS for our soldiers, for persons with disability and give the country a fair, credible, free, impartial and ethical election. In that Ashok Lavasa ji my colleague, batch mate and fellow commissioner, whoever joins as the next other Commissioner and all my colleagues in the ECI we will elicit and want to solicit cooperation of all the stakeholders including political parties, members of civil society, NGOs, media and all those who have a stake in the crucial events like elections to Lok Sabha of India. I will not say more on this occasion except to seek the blessings of all of you and a concrete issue which I just want to mention is that, we had appointed a committee to review the various facets of Section126 of Representation of the Peoples Act 1951, under our Senior Deputy EC Shri Umesh Sinha ji. He has already assured me that they are going to submit the final report for the perusal and consideration of the Commission by 30th December 2018. Thank you.”

    In order to effectively process the huge numbers of claims and objections received during 2nd Special Summary Revision of Photo Electoral Rolls in the State of Telangana with reference to 01-01-2018, Commission has extended the date of final publication of Electoral Rolls from 8th October, 2018 to 12th October, 2018.

  5. Supply of VVPATs & EVMs is on track and not a matter of concern.

    Sub: Supply of VVPATs & EVMs is on track and not a matter of concern.
    The Election Commission of India would like to allay any unfounded apprehensions regarding the supply of VVPATs for the Lok Sabha Election in 2019. The Commission is committed to 100% deployment of VVPATs at all polling stations in future General, as well as bye elections to the Lok Sabha and State Legislative Assemblies.
    In order to meet the requirement of 100% VVPATs for all polling stations for the upcoming Lok Sabha Election in 2019, the Commission placed an order of 17.45 lakh VVPATs to Bharat Electronics Limited (BEL), Bangalore and Electronics Corporation of India Limited (ECIL), Hyderabad. Till date, 9.45 lakh units have been produced by the PSUs. Both PSUs have assured the Commission that the remaining VVPAT units (8 lakh) will be manufactured and supplied to the various States/UTs comfortably before end of Nov 2018. 
    The Commission has been consistently and periodically reviewing the status of production and supply of VVPATs with the CMDs of PSUs, as well as the Technical Expert Committee (TEC), to ensure that the design, production and supply activities of all the units of EVMs and VVPATs is streamlined and completed in a time-bound manner after incorporating the features suggested by the TEC which is carrying out a rigorous supervision of the production process and product performance. The officers of the Commission are monitoring the manufacturing and supply of machines on a daily basis in order to ensure timely delivery and pre poll preparedness.
    The Commission has indeed enhanced the requirement of additional VVPATs from 125% to 135% considering the trend of failure rate of VVPATs in past elections. The Commission has estimated 171% Ballot Units, 125% Control Units and 135% VVPATs requirements for upcoming Lok Sabha Elections. It may be noted that in case of any error in VVPAT, only VVPAT is replaced with the reserve one, whereas, in case of any error in Ballot Unit or Control Unit of the EVM, entire set of Ballot Unit(s), Control Unit and VVPAT is changed, resulting in an increase in requirement of  VVPATs than the requirement of Control Units of EVMs. 
    It is pertinent to mention that learning from experience of Kairana and Bhandara-Gondiya bye-polls held in May, 2018 where the errors were mainly caused by excessive exposure to illumination in the polling stations, the Commission has adopted the hardware improvement recommended by the Technical Expert Committee to prevent auto shutdown of VVPATs due to excessive light. 
    It is also pertinent to note that comprehensive and systematic preparatory activities for the Lok Sabha Elections, including the detailed First Level Checking of EVMs and VVPATs have already commenced across various States/UTs and will be completed in an efficient, effective and timely manner. First Level Checks workshops and trainings of polling officials are being regularly conducted by the Commission to minimize EVM/VVPAT failures due to human errors. 
    It may be appreciated that over the last twenty years, the Election Commission of India has successfully conducted 113 State Legislative Assembly Elections and 03 Lok Sabha Elections using EVMs. Since, June 2017, Voter Verifiable Paper Audit Trail (VVPAT) machines have also been used successfully along with EVMs in General as well as Bye elections in all State Assembly and Parliamentary constituencies for enhanced voter verifiability. The Commission is fully geared to use VVPATs in all forthcoming elections. 
    The Election Commission of India is mandated under Article 324 to 329 of the Constitution of India to provide superintendence, direction and control for conduct of elections in accordance with the law in force.

     The Commission had announced a schedule for holding three bye elections to Karnataka Legislative Council and one bye election to Maharashtra Legislative Council by the Members of Legislative Assembly, vide its Press Note No. ECI/PN/60/2018 dated 7thSeptember, 2018.
    As the last date for making nominations, i.e. 22ndSeptember, 2018 (Saturday) falls on 4th Saturday of the month is a ‘Public Holiday’ as per Section 25 of Negotiable Instruments Act, 1881, as per the Ministry of Finance, Government of India, Notification dated 20.08.2015, therefore, the Commission has suitably amended the schedule changing the last date for making nominations to the next working day i.e. 24thSeptember, 2018 (Monday). Consequently, the date of scrutiny, the last date of withdrawal of candidatures and the date of poll have been accordingly shifted as follows:

  7. Visit of ECI's Team to Hyderabad.

    Subject:    Visit of ECI’s Team to Hyderabad. 
        In view of the dissolution of the State Legislative Assembly of Telangana, the Commission has decided to send a team of ECI officers to assess the situation in the state regarding poll preparedness.  
        A team of ECI officers headed by Sh. Umesh Sinha, Sr. Deputy Election Commissioner will be visiting Hyderabad on Tuesday i.e. 11th September, 2018 and will give its report to the Commission after completion of the visit.
