                   Election Commission of India proposes to obtain the services of 10 (Ten) Data Entry Operators (DEO) Grade ‘A’ in the Level 04 [Rs. 25,500-81,100] of the Pay Matrix on deputation basis from amongst Officers under the Central Government holding analogous posts on regular basis.
     2.           The initial period of deputation will be for 03 (three) year, which may be extended till the services are required in the Commission.
     3.           The terms and conditions of deputation of the selected persons will be regulated in accordance with the Department of Personnel and Training OM No. 6/8/2009-Estt. (Pay-II), dated 17.06.2010, as amended from time to time.
    4.           Eligible and interested persons and whose services can be spared immediately by their parent office may apply, through proper channel in prescribed format (Annexure-I), to the undersigned latest by 20.12.2018. 
     5.           While forwarding the application in the prescribed format, it may be ensured that following documents are enclosed with the application:-
                              I.           Attested copies of the Character Rolls of the person concerned for the last three years
                            II.           Vigilance clearance and Integrity Certificate.
                          III.           Statement of Penalties imposed, if any, during the last ten years.
     6.           Selection will be based on qualifying in the Interview/Personal Talk conducted by the Commission. The candidates selected will not be allowed to withdraw their candidature subsequently. No TA/DA or any other allowance shall be provided for Interview/Personal Talk.
    7.           Incomplete applications, in any form, will not be considered.
    8.           The Commission reserves the right to withdraw the circular/cancel the appointment process at any time without assigning any reason.

     2.  Officers under the Central Government or State Government or Union territories:
     (a)      
      Holding analogous post on regular basis in the parent cadre/department;  or   With seven years regular service in post in Level 7 of the Pay Matrix (Pay Band-2 Rs.9300-34800/- with corresponding Grade Pay of Rs.4600/-) or equivalent and  (b)      possessing the educational qualification and experience as below: -
        Masters Degree in Library Science or Library Information Science of a recognized University or Institute;   Five years’ professional experience in a Library under Central/State Government/ Autonomous or Statutory organization/PSU/University or recognized Research or Educational Institution. Desirable: -
    One year experience of computerizing Library activities in a Library under Central/State Government/ Autonomous or Statutory organization/PSU/University or recognized Research or Educational Institution. One year Professional experience in the specific areas of activities of the Department/Ministry viz. Technical or scientific, if any, to be specified at the time of framing RRs Diploma in Computer Applications from a recognized University/ Institution           Note: The maximum age limit for appointment by deputation shall not exceed 56 years as on closing date for receipt of applications.
    3. The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the Election Commission of India or some other organization/ department of the Central Govt. shall not ordinarily exceed three years.

    Bidders may inspect the items on the stipulated dates & time. The items Shall be sold to the highest bidder. The bids are invited for the lot (i.e. all the items contained in the list of obsolete/unserviceable Furniture/Air-conditioners/office equipment/scrap and other items as detailed in Annexure “A”) as a whole, and no bid would be accepted for any part of the same. List of items is given at annexure “A”.  The earnest money Deposit (EMD) of successful bidder shall be adjusted from the total payment. The successful bidder has to make full balance payment, after due adjustment of the EMD, in the form of Demand draft in favour of “Pay & Accounts Officer, Election Commission of India, payable at New Delhi” within three days after confirmation, failing which the offer will be cancelled and the EMD shall stand forfeited. The EMD of unsuccessful bidders shall be returned within one month after the auction date, without any interest. No item once disposed to the successful bidder shall be taken back by this Department on any condition whatsoever. The successful bidder will be required to lift all the items from the disposal site within five days after the payment of the balance amount. On failure to do so this office shall have the right to forfeit the entire amount of the bidder and dispose of the items through the alternate bidder. The successful bidder, on their own cost, will also be required to make their own arrangement of transport, labour etc. for lifting the disposed items.     2.         The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply of Computing Devices to the Election Commission of India”.
    3.         The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 26.04.2019 before 2.00 PM to the Section Officer (ICT Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001.  The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building.  Late/delayed tender shall not be accepted after due date and time of submission of tender.  The Election Commission of India will not be responsible for the postal loss/delay.
    4.         The Tender shall be opened on the scheduled date and time on 26.04.2019 at 2.30 PM in Room No 509, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time.
    5.         Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    6.         The supply of above mentioned items to be done within 3 days of the receipt of the Purchase order as per Annexure-A. If the firm fails to supply the above mentioned items within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority.
    7.         The supply of above mentioned items are to be done in all respect as per Annexure-A.  The tenderers can submit the bid either directly or through their authorized representative.  In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    8.         The cost of tender is ‘NIL’.  The tender documents are not transferable.
    9.         In case of any dispute, the decision of the Election Commission of India will be final and binding.
    10.       The payment will be released by Public Financial Management System on production of original bill only after completion of the work.

    Sub:- Clarification regarding tender for empanelment of hotels for providing boarding and lodging services.
    Sir,
                  With reference to the Commission’s tender no.590/IIIDEM/Hotel Empanelment/2018/Trg.I dated 29th Nov., 2018 on the subject cited above. I am directed to state that Commission has clarified some queries raised by the bidders regarding tender for empanelment of hotels for providing boarding and lodging services :

    There are three geographical locations mentioned in the tender – NDMC area, Aerocity area and Dwarka area. The major areas covered under each category of geographical location in the tender may be specified.
     
    Aerocity Area:  Hotels located in aero city area including Mahipalpur.
    Dwarka area: Hotels located in any sector in Dwarka or close to Dwarka
    NDMC area:- Area under NDMC limits

    Since to obtain a 4 or 5 star ratings by the hotel necessary prior approvals from local authorities like Police, Fire department, FSSAI etc are required to be taken, therefore, there should be provision to tick mark for these items in the technical bid format.
     
    Documents should not be made compulsory to be attached along with technical bid.
     
    Only the Star rating certificate may be enclosed.
    The bidders may tick mark the items in the technical bid format as “Yes or No”. No need to enclose certificates of local authorities in those categories.

    Airport pick up and drop may be made on per car basis. 
     
    Rate to be quoted per participants for Airport pick and drop (both ways).
    Airport pick up and drop is mandatory whether Hotel quotes rate or not.
    If hotel does not quote rate for airport pick up and drop, the bid will still be valid but the hotel will provide this facility without charging on it.
    4.
    The Format “C” for audio visual requirement is to be made applicable to both kinds of requirements.
    Format ‘A’ – related to accommodation, food, airport pick up and drop etc. In this case participants will be staying in the hotel.
    Format ‘B’- related to work shop or conferences only. 
    The charges for audio visual equipment will be part of both the quotes in Format “A” and Format “B” separately.
    The financial evaluation will be done on the basis of Format “A” + Format “C” and Format “B” + Format “C” separately.
     
    5.
    The charges on audio visual may not be taken into consideration for evaluating financial bids.  IIIDEM may chose it’s own agency for this services as these services are outsourced by hotel also and vary from hotel to hotel.
    The charges for audio visual equipment for the items mentioned in Format “C” have to be quoted. 
    6.
    Charges for welcome dinner
    Charges for welcome dinner may be quoted for non residents only who may attend the same.  No separate charges for dinner in case of residents be quoted as this is already included in the accommodation item itself.
    7.
    How the empanelment will be done
    Based on quotes, the L1 will be selected.  Other technically qualified bidders will be given chance to match the L1 rates.  Those who agree with the L1 rates will be empanelled along with the Hotel who has quoted L1 rates.
    For bookings first chance will be given to the L1. If that hotel expresses non availability, offer will be made to other hotels based on requirement of IIIDEM.

    7.         Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    8.         The tenderers can submit the bid either directly or through their authorized representative.  In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.

    11.       The successful tenderer before lifting e-waste will have to deposit the entire amount by Cash or Demand Draft/Pay Order drawn in favour of “DDO, Election Commission of India”  payable at New Delhi.  E-Waste is to be lifted before the appointed officers or with the person nominated by the Election Commission of India. Immediately after lifting the same, the vendor will have to issue a Certificate indicating/showing the extent of e-waste (used cartridges shell) lifted for its disposal as E-waste, as per the rules of the Govt. of India.
     
    12.       The successful tenderer/contractor shall engage his own labour for lifting the same only from the place earmarked for the purpose and shall have to bear the cartage for lifting the same.  The contractor will lift the e-waste (used cartridge shell) himself and not through any agent or by outsourcing.
     
     13.      The inspection of material should be done carefully by the prospective bidders or their representatives in this office premises between 03:00 PM to 05:00 PM on 02.09.2018 to 11.09.2019 and queries raised to the concerned officer at the time of inspection. No further clarifications shall be given after the above inspection.
     
    14.       The collection of e-waste (used cartridges shell) shall be made within one week on receipt of the Work Order, otherwise the Security Deposit may be forfeited along with any other action as may be deemed appropriate by the Registry.
