    The Election Commission of India invites competitive and sealed tenders from experienced agencies/ companies for making arrangements (as per list enclosed) for installation of LED Panel multimedia at Nirvachan Sadan for displaying of web casting during the poll days and results of General Election to Legislative Assembly of Bihar and Bye Elections of various States.
    The interested agencies/companies may submit the tender document complete in all respects along with other requisite documents as mentioned in the tender notice in a sealed envelope super seribing "Quotation for LED Panels". The tender may reach to the Commission by 23rd October, 2020 upto 11.00 AM to the Secretary (Protocol), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi110001. The tender will be opened on the same day at 12.00 Noon in Room No. 705 at 7th floor, Nirvachan Sadan, Ashoka Road, New Delhi.
    The agencies/companies or his representative may also present, if they so desire. The sealed tender can also be submitted in the R&I Section located at the ground floor of the Nirvachan Sadan building. Tender received after the due date and time shall not be accepted. The Election Commission of India will not be responsible for the postal loss/delay.     Tender Notice for Republic Day Tableau-2021 
    On behalf of Election Commission of India New Delhi, Secretary, SVEEP Division invites applications from agencies to conceptualize, fabricate and display of a tableau during Republic Day Parade 2021. The following Preconditions have to be fulfilled for applying: 
    Agencies having experience of conceptualization of theme, fabrication and display of Republic Day Tableau at the National level at least for 3 years. OR
    Agencies having experience of fabrication and display of tableau in other events of repute at least for 5 years can also apply.  Agencies should have a minimum annual turnover of Rs. 2.0 crore from fabrication of tableau and related works in each of the last 3 years. Agencies must have experienced creative personnel like visualizers or concept director, fabricators etc. either on its rolls or on retainer's basis.  Agencies that have won prizes/commendations for tableau designed by them in the Republic Day Parade in the last 3 years at National level and/or having experience of fabricating tableau will be given preference.  Agencies must be registered with competent authority for GST/Income Tax. The contract will be valid for 1(one) year.  NB: Agencies fulfilling the above eligibility conditions may submit their technical and financial bids latest by 02.11.2020 (05:00 P.M.) as per the tender document.     2.  Officers under the Central Government or State Government or Union territories:

     (ii) With seven years regular service in post in Level 7 of the Pay Matrix (Pay Band-2 Rs.9300-34800/- with corresponding Grade Pay of Rs.4600/-) or equivalent and

     (i) Master’s Degree in Library Science or Library Information Science of a recognized University or Institute;

    Desirable: -

    (ii)  One year Professional experience in the specific areas of activities of the Department/Ministry viz. Technical or scientific, if any, to be specified at the time of framing RRs
    (iii)  Diploma in Computer Applications from a recognized University/ Institution 
    Note: The maximum age limit for appointment by deputation shall not exceed 56 years as on closing date for receipt of applications. 
    3.  The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the Election Commission of India or some other organization/ department of the Central Govt. shall not ordinarily exceed three years.
    4.                   The Election Commission of India proposes to engage 20 Office Assistant (Level ‘C’ Consultant) at the level of Assistant Section Officer purely on contract basis initially for a period of 01 year from the date of engagement which may further extended upto 02 more years subject to satisfactory performance. Accordingly, applications are invited from retired Government employees who fulfil the following eligibility conditions:-
    Eligibly criteria
    i)                    Must have retired from Central Government service at the level of Section Officer/Assistant Section Officer or equivalent posts.
    ii)                  The upper age limit should not exceed 65 years as on the last date of submission of application for the post.
    iii)                Well acquainted with the functioning of Government offices.
    iv)                Must be well aware of various service rules/regulations of Central Government, capable of handling administrative/establishment matters (including General Administration), framing of Rules, Regulations, Vigilance Matters, Court Cases, Parliament Questions and related matters, RTI, Public Grievances, Audit & Budget, Cash & Accounts, reservation, examination of financial proposals, election work etc. Preference would be given to persons having worked in Constitutional bodies, having studies law, political science and Information Technology as a subject at degree level.
    v)                  Applicant must be resident of Delhi/NCR.
    vi)                Must have working knowledge of computer.
    2.           The engagements of Office Assistants shall be subject to the following Conditions:-
    i)                    The Office Assistant will not be entitled for any kind of allowances and residential accommodation. They will also not be entitled to telephone facilities, CGHS, Medical reimbursement, transport facilities, staff car and residential accommodation from Central Government Pool.
    ii)                  The engagement of the Office Assistant will be purely on contract basis.
    iii)                The applicant would also be required to submit a self declaration that no criminal case is pending against them.
    iv)                They would also be required to submit an Affidavit in non-judicial stamp paper about Non-Political Affiliation in case of their selection.
    v)                  The candidate will be required to sign a non-disclosure undertaking.
    vi)                The Headquarters of Office Assistnat will be at Delhi.
    vii)               The Office Assistants shall have to work as per the working hours of the Commission. However, in exigencies of work they may be required to sit late and they may be called on Saturday/Sunday and other Gazetted holidays.
    viii)             The services of Office Assistants may be terminated at any time without assigning any reason whatsoever. However, if the Office Assistant is not willing to continue for whatsoever reasons may be, he may give minimum one month’s notice to the office.
    ix)                 Other terms and conditions contained in the Commission’s circular dt. 13.07.2018 would apply. 
    3.           The consolidated consultancy fee to be paid would be Rs.39,000/- per month {Emoluments Rs. 30,000/- plus 9,000/- transport allowance}. No other allowance of any kind will be admissible.
    4.           The persons who fulfil the eligibility criteria and are willing to offer their services as Office Assistants on contract basis, may submit their duly complete applications strictly in the prescribed proforma (enclosed) latest by  09.09.2020 to Sh.     2.            The initial period of deputation will be for 03 (three) year, which may be extended till the services are required in the Commission.
    3.            The terms and conditions of deputation of the selected persons will be regulated in accordance with the Department of Personnel and Training OM No. 6/8/2009-Estt. (Pay-II), dated 17.06.2010, as amended from time to time.
    4.            Eligible and interested persons and whose services can be spared immediately by their parent office may apply, through proper channel in prescribed format (Annexure-I), to the undersigned latest by 17.04.2020.
    5.            While forwarding the application in the prescribed format, it may be ensured that following documents are enclosed with the application:-
                              I.            Attested copies of the Character Rolls of the person concerned for the last three years

    TENDER NOTICE
                Sealed tenders for annual contract for providing the potted plants, supply of cut-flowers, horticultural maintenance works, filling water & flowers (petals) in 04 nos. of Water Bowls (Hurli) in the premises of NirvachanSadan are invited under two bids system i.e. Technical Bid and Financial Bid.  The interested agencies are advised to submit two separate sealed envelopes super scribing “Technical Bid for horticultural services& maintenance works in Election Commission of India” and “Financial Bid for horticultural services& maintenance works in Election Commission of India”.  Both sealed envelopes should be kept in third sealed envelope superscribing“Tender for providing the potted plants, supply of cut-flowers, horticultural maintenance works & filling water & flowers (petals) in 04 nos. of Water Bowls (Hurli) etc. in the Election Commission of India”.
    2.            The interested firms/agencies may submit the tender documents complete in all respect alongwith other requisite documents by 06.03.2020 upto 3.00 P.M. to the Under Secretary(Gen. Admn.), Election Commission of India, NirvachanSadan, Ashoka Road, New Delhi-110 001.  The sealed tenders will be submitted in the R & I Section located at ground floor of the NirvachanSadan building.  Late/delayed tender shall not be accepted after due date and time of submission of tender.  The Election Commission of India will not be responsible for the postal loss/delay.
    3.            The conditional bids shall not be considered and will be out rightly rejected in very first instance.
    4.            All entries in the tender form should be legible and filled clearly.  If the space for furnishing information is insufficient, a separate sheet duly signed by the authorized signatory may be attached.  No overwriting or cutting is permitted in the Financial Bid Form.  In such cases, the tender shall be summarily rejected.  However, the cuttings, if any, in the Technical Bid application must be initialled by the person authorized to sign the tender bids.
    5.            The Technical Bids shall be opened on the scheduled date and time i.e. 06.03.2020at 4.00 P.M. in Room No.209-E (2nd Floor),NirvachanSadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present.
    6.            The Financial Bids of only those tenderers will be opened whose Technical Bids are found in order.  The date for opening of Financial Bids shall be intimated separately.  The Financial Bids shall be opened by the Committee appointed for the purpose by the Commission in the presence of those tenderers who may choose to be present.
    7.             The tenderers can submit the bid either directly or through their authorized representatives.  In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    8.            The cost of tender is NIL.  The tender documents are not transferable.
    9.            The undersigned shall be accepting officer and herein after referred to as such for the purpose of this contract.
    10.          The tenderer shall submit the following with the Technical Bid :-
    a)      Copy of PAN/GST
    b)      Copy of the Income Tax Returns of last three years
    c)       Copy of TIN No.
    d)      One single work order worth Rs.20,000/- has to be submitted.
    e)      The tenderer who fail to submit the documents mentioned above shall stand disqualified for the Financial Bid.
    11.          The competent authority of the Election Commission of India reserves the right to accept or reject part or whole of the tender without assigning any reason whatsoever.
    12.           In case of any dispute, the decision of the Election Commission of India will be final and binding.
    13.          The successful bidder shall furnish Bank Guarantee worth Rs.50,000/- (Rupees Fifty Thousand only).  The Bank Guarantee must be in the form of Bank Drafts/Bankers Cheques drawn in favour of “Under Secretary, Election Commission of India” from Nationalized Bank payable at Delhi.  The Bank Guarantee shall remain with Election Commission of India for 12 months and shall be liable to be forfeited on default on part of the contractor/vendor.

    15.          The rates quoted shall cover for all tools and plant and everything necessary for proper execution of the work to the entire satisfaction of the Commission and no escalation due to increase in price of material/labours shall be made.
     16.          Payment will be made on monthly rental basis for each type of potted plants on the basis of the number of each type of potted plants placed in NirvachanSadan during each month which are found to be acceptable to the Commission according to the terms and conditions.
    17.          The contract shall be valid for one year from the date of signing of the agreement which may be extended by another two years, subject to satisfactory performance of the Nursery.
    18.       The Commission reserves the right to unilaterally cancel/terminate the contract at any time during the period of contract without assigning any reason.

                Sealed tenders are invited on behalf of Election Commission of India for procurement of 10 licenses of Professional Project Reporting Tool (Wrike Business Plan) from the authorized dealers on L1 basis.  The rates shall be quoted in prescribed format enclosed with the tender notice.
    2. The interested agencies are advised to quote their rates in sealed envelopes super scribing “Tender for supply/renewal of software to the Election Commission of India”.
    3. Bidders shall have to deposit Rs.14,000/- (Rupees fourteen thousand only) as EMD in the form of Demand Draft/Cheque in the name of “Pay and Accounts Officer, Election Commission of India, Ashoka Road, New Delhi” on or before bid submission closing date and time and submit before the Section Officer, IT Division, Election Commission of India, Room no. 509, 5th Floor, Nirvachan Sadan, Ashoka Road, New Delhi -110001.
