    2.          Scope of Work, Eligibility and qualification criteria and terms and conditions of the contract is available in Annexure A to E. The forms are available at Appendix-I to IV.
    3.      Bidders shall have to deposit Rs.1,00,000/- (Rupees One Lakh only) as EMD in the form of Demand Draft in the name of PAO, Election Commission of India on or before bid submission closing date and time and submit before the Section Officer, IT Division, Election Commission of India, Room no. 509, 5th Floor, Nirvachan Sadan, Ashoka Road, New Delhi -110001.
    4.     The rates quoted should be exclusive of taxes and no discount free service/offers should be there in the rates. The AMC/tender is not transferable and financial bids of only those firms/companies will be opened who qualify in the technical bid.
    5.       If successful bidder (L-1) withdraws his bid after opening of the bid, during the period of bid validity specified by the bidder, then his bid security shall be forfeited, and necessary action may be taken as per provision. Further, in such case, AMC may be awarded to next successful bidder (i.e. L-2) and so on, at the rate of L-1 bid, subject to their acceptance of L-1 rate.
    6.     The Election Commission of India reserves the right to accept or reject any or all the tenders or amend/withdraw any of the terms and conditions contained in the Tender Document, without assigning any reason.

    NOTICE INVITING TENDER
    Sealed tenders are invited on behalf of Election Commission of India for purchase of fifteen licenses of MS office 2019 - Standard (SNGLOLPNL- Perpetual-Win10/Mac) from the authorized dealers on L1 basis. The rates shall be quoted in prescribed format enclosed with the tender notice.
    The interested agencies are advised to quote their rates in sealed envelopes super scribing "Tender for supply of software to the Election Commission of India".
    Bidders shall have to deposit Rs. 15,000/- (Rupees fifteen thousand only) as EMD in the form of Demand Draft/Cheque in the name of "Pay and Accounts Officer, Election Commission of India, Ashoka Road, New Delhi" on or before bid submission closing date and time and submit before the Section Officer, IT Division, Election Commission of India, Room no. 509, 5th Floor, NirvachanSadan, Ashoka Road, New Delhi -110001.
    The interested dealers/firms may submit the tender documents complete in all respects along with other requisite documents by 25.03.2021 before 2.00 PM to the Section Officer (IT (O&M) Section), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001. The sealed tender can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender. The Election Commission of India will not be responsible for the postal loss/delay.
    The Tender shall be opened on the scheduled date and time on 26.03.2021 at 12.30 PM onwards in Room No 509, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderes, if any, who wish to be present on the spot at that time. The evaluation will be on total price quoted for all items (Annexure-A) on Ll basis meeting the criterion.
    Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.
    The supply of software (MS Office) to be done within 05 days of the receipt of the Purchase Order as per Annexure-A. If the firm fails to supply the said items within the prescribed time as per specification and rate approved, it would be liable to face the penalty as imposed by the competent authority.
    The supply of software  (MS Office) is to be done in all respect as per Annexure-A. The tenderers can submit the bid either directly or through their authorized representative. In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    The cost of tender is 'NIL'. The tender documents are not transferable.
    In case of any dispute, the decision of the Election Commission of India will be final and binding.
    The payment will be released by PFMS (Public Financial Management System) on production of original bill only after completion of the work.

     Subject:  Outsourcing of photocopying work, set making, spiral binding etc.
                   Sealed quotations are invited from reputed and financially sound firms for photocopying, set making and spiral binding of various documents, reports, books etc. on outsourcing basis in the Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi initially for a period of one year from the date of award of contract on the terms and conditions enumerated in the following paragraphs. The tender document can be obtained from the Section officer (Store & Purchase Section), Room No 302, 3rd Floor, Nirvachan Sadan, Ashoka Road, New Delhi on any working day during office hours. The tender document can also be downloaded from the Election Commission of India website: www.eci.gov.in.
    All rates shall be quoted strictly in the prescribed format (i.e. Annexure ‘A”, Commercial bid) enclosed with the tender notice.
    1.     Important Instructions to the Tenderers
    (i) The tender has been invited under two bid system i.e. Technical Bid and Commercial Bid. The interested agencies are advised to submit two separate sealed envelopes super scribing “Technical Bid for outsourcing of photocopying work, set making and spiral binding etc.to Election Commission of India” and “Commercial bid for outsourcing of photocopying work, set making and spiral binding etc.to Election Commission of India”. Both sealed envelopes should be kept in a third sealed envelope super scribing “Tender bid for outsourcing of photocopying, set making and spiral binding etc.
    (ii) The interested dealers/firm may submit the tender document complete in all respects along with other requisite documents by 15.03.2021 at 3.00 PM to the Under Secretary (General Administration), Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi-110001. The sealed tenders can also be submitted in the R & I Section located at the ground floor of the Nirvachan Sadan building. Late/delayed tender shall not be accepted after due date and time of submission of tender.  The Election Commission of India will not be responsible for the postal loss/delay.
    (iv) The conditional bids shall not be considered and will be out rightly rejected in very first instance.
    (v) All the pages of tender documents should be signed and properly numbered and total number of pages must be indicated on the forwarding letter. The forwarding letter should be on the firm’s official letter head.
    (vi) The Technical bids shall be opened on the scheduled date and time on 15.03.2021 at 4 pm in Room No. 303, Nirvachan Sadan, Ashoka Road, New Delhi, by the Committee appointed for the purpose by the Commission in the presence of the representatives of the tenderers, if any, who wish to be present on the spot at that time.
     (vii) The Commercial Bid of only those tenderers will be opened whose Technical bids are found in order. The date for opening of Commercial bids shall be intimated separately.  The Committee appointed for the purpose by the Commission in the presence of those tenderers who may choose to be present shall open the Commercial bids.
    (Viii) Successful bidder shall be required to furnish Performance Security of Rs. 30,000/-(Rupees Thirty thousand only) in form of FDR or Bank Guarantee duly hypothecated in favour of “PAO, Election Commission of India”, within a week after the award of contract.
    (ix) It may specifically be noted that the quotations having unrealistic, impractical and non-serious prices i.e “Free or complementary” just for the sake of vitiating the whole tender process and for grabbing the contract are liable to be rejected out rightly.
    (x) Election Commission of India reserves the right to accept or reject in part or in full any or all the tenders at any stage without assigning any reason thereof.  In case, the tender is submitted by the authorized representative of the tenderer, then the tender shall be signed and submitted by authorized representative under legal power of attorney from the tenderer.
    (xi) The cost of tender is NIL.  The tender documents are not transferable.
    (xii) The undersigned shall be the accepting officer and herein after referred to as such for the purpose of this contract.
    2.    Eligibility Conditions:
            The firms shall furnish the following documents with the Technical Bid failing which the bid will be summarily rejected:
    (i)  Poof of GST Number (copy of latest challans should be enclosed.)
    (ii)  Copy of PAN card number.
    (iii)   Copy of Income Tax returns for the last three preceding financial years.
    (iv)  Minimum Annual Turnover required in at least one of three preceding financial years shall be Rs.10 lakhs. Proof of annual turnover shall be submitted in form of audited balance sheet of last three preceding financial years.
    (v)   An undertaking to the effect that firm had not be blacklisted/terminated & debarred by any Govt./semi Govt. organization.
    (vi)  Details of past experience of providing similar services in Ministries/Departments/PSUs during the last five years should be attached.
    (vii)  Certificate for providing satisfactory photocopying and spiral binding services amounting to Minimum of Rs.5 lakhs and above or two works of Rs.2.5 lakh or above during last three years should be attached.
    (viii) The earnest money deposit (EMD) of Rs. 15,000/-(Rs.Fifteen thousand only) through a demand draft in favour of PAO, Election Commission of India, New Delhi.
    NOTE:  If any of the details submitted by bidder are found to be incorrect/false then the firm will be blacklisted with the name of the proprietor with wide circulation
    3.    General conditions.
    (i)  The firm is required to provide 2 new heavy duty photocopier machines of latest models with duplex facilities, sorting, collating and binding facility, having minimum speed of 55 copies per minute (along with purchase invoice of these machines) and heavy duty spiral binding machine. The firm may require to install more machines if required so by the Election Commission within the premises of Election Commission.
    (ii)   The firm should depute two experienced operators cum engineers and they should report to the Section Officer (Store & Purchase Section) from 9.00 AM to 6.00 PM on all working days, For Saturday/Sunday/Closed holidays, services may be required on demand. However, this is subject to change without prior notice at the convenience of the Election Commission. During the heightened activities, the firm shall have to provide services beyond the prescribed timings, as and when required.
    (iii)  Space and Electricity will be provided by the Election Commission of India, whereas maintenance of the equipment (to ensure that these are in perfect working condition) will be the responsibility of the firm.
    (iv)  All the consumables required like toner, drum, spare parts and paper (not less than 75 GSM of any reputed brands) will be the responsibility of the firm and all material for set making/spiral binding will be provided by the firm.
    (v)  For service relating to spiral binding of documents/material, the premises of the firm can be used subject to the prior approval of the officer in-charge in the Election Commission.
    (vi) The contractual value of the contract will be paid to the firm on monthly basis on the basis of demand slip and satisfactory performance of the firm during respective period. For this purpose, the firm should submit pre-receipted bill/invoice of their claim with the requisition duly signed and stamped by the officers concerned, after the completion of every month.
    (vii) The contract will initially be awarded for a period of one year which can be extended further by two years on the same rates, terms and conditions subject to the satisfactory services by the firm.
    (viii)  The Election Commission of India has the right to terminate the contract in case of performance and the services rendered by the contractor/firm is found to be unsatisfactory, by giving a notice of 7 days.
    (ix)  EMD of the unsuccessful tenderers will be released, without any interest, after finalization of the contract. EMD of the successful bidder will be released, without any interest, only after the firm has submitted Performance Security with the Election Commission.
    (x)  The EMD shall stand forfeited if a bidder withdraws or amends the bid/tender or in case successful bidder fails to sign or accept the contract within the stipulated period.  No interest will be payable on this amount.  The EMD shall also stand forfeited in the event of premature withdrawal of the tender(s) by any of the tenderes.
    (xi)  The firm shall be responsible to ensure compliance w.r.t the laid down labour laws and guidelines issued by the concerned authorities from time to time.
    (xii)  The Election Commission of India reserves the right to accept or reject any tender, in whole or in part thereof, without assigning/specifying any reason thereof.

    Agencies having experience of conceptualization of theme, fabrication and display of Republic Day Tableau at the National level at least for 3 years. OR
    Agencies having experience of fabrication and display of tableau in other events of repute at least for 5 years can also apply.  Agencies should have a minimum annual turnover of Rs. 2.0 crore from fabrication of tableau and related works in each of the last 3 years. Agencies must have experienced creative personnel like visualizers or concept director, fabricators etc. either on its rolls or on retainer's basis.  Agencies that have won prizes/commendations for tableau designed by them in the Republic Day Parade in the last 3 years at National level and/or having experience of fabricating tableau will be given preference.  Agencies must be registered with competent authority for GST/Income Tax. The contract will be valid for 1(one) year.  NB: Agencies fulfilling the above eligibility conditions may submit their technical and financial bids latest by 02.11.2020 (05:00 P.M.) as per the tender document.     3.  The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the Election Commission of India or some other organization/ department of the Central Govt. shall not ordinarily exceed three years.
    4.                     Election Commission of India proposes to obtain the services of 08 (Eight) Assistant Section Officers (ASOs) (which may increase or decrease) in Level 7 of the Pay Matrix (Rs. 44,900 – 1, 42,400/-) [Group ‘B’, Non-Gazetted, General Central Service] on deputation basis from amongst the following:-

                  The Election Commission of India proposes to engage 20 Office Assistant (Level ‘C’ Consultant) at the level of Assistant Section Officer purely on contract basis initially for a period of 01 year from the date of engagement which may further extended upto 02 more years subject to satisfactory performance. Accordingly, applications are invited from retired Government employees who fulfil the following eligibility conditions:-
    Eligibly criteria
    i)                    Must have retired from Central Government service at the level of Section Officer/Assistant Section Officer or equivalent posts.
    ii)                  The upper age limit should not exceed 65 years as on the last date of submission of application for the post.
    iii)                Well acquainted with the functioning of Government offices.
    iv)                Must be well aware of various service rules/regulations of Central Government, capable of handling administrative/establishment matters (including General Administration), framing of Rules, Regulations, Vigilance Matters, Court Cases, Parliament Questions and related matters, RTI, Public Grievances, Audit & Budget, Cash & Accounts, reservation, examination of financial proposals, election work etc. Preference would be given to persons having worked in Constitutional bodies, having studies law, political science and Information Technology as a subject at degree level.
    v)                  Applicant must be resident of Delhi/NCR.
    vi)                Must have working knowledge of computer.
    2.           The engagements of Office Assistants shall be subject to the following Conditions:-
    i)                    The Office Assistant will not be entitled for any kind of allowances and residential accommodation. They will also not be entitled to telephone facilities, CGHS, Medical reimbursement, transport facilities, staff car and residential accommodation from Central Government Pool.
    ii)                  The engagement of the Office Assistant will be purely on contract basis.
    iii)                The applicant would also be required to submit a self declaration that no criminal case is pending against them.
    iv)                They would also be required to submit an Affidavit in non-judicial stamp paper about Non-Political Affiliation in case of their selection.
    v)                  The candidate will be required to sign a non-disclosure undertaking.
    vi)                The Headquarters of Office Assistnat will be at Delhi.
    vii)               The Office Assistants shall have to work as per the working hours of the Commission. However, in exigencies of work they may be required to sit late and they may be called on Saturday/Sunday and other Gazetted holidays.
    viii)             The services of Office Assistants may be terminated at any time without assigning any reason whatsoever. However, if the Office Assistant is not willing to continue for whatsoever reasons may be, he may give minimum one month’s notice to the office.
    ix)                 Other terms and conditions contained in the Commission’s circular dt. 13.07.2018 would apply. 
    3.           The consolidated consultancy fee to be paid would be Rs.39,000/- per month {Emoluments Rs. 30,000/- plus 9,000/- transport allowance}. No other allowance of any kind will be admissible.
    4.           The persons who fulfil the eligibility criteria and are willing to offer their services as Office Assistants on contract basis, may submit their duly complete applications strictly in the prescribed proforma (enclosed) latest by  09.09.2020 to Sh. B. C. Patra, Secretary, Election Commission of India, on e-mail address bcpatra[@]eci[.]gov[.]in Incomplete applications shall be summarily rejected.
    5.           The application so received will be shortlisted based on educational qualification and age, before calling for interview. In short listing process, higher educational qualification and recently retired persons would be given preference in addition to condition given on para 1 (v) above. Final selection of suitable candidates as Office Assistant shall be done on the basis of interaction/interview of the shortlisted candidates. Short listed candidates would be intimated regarding details of Interview through e-mail in due course.
    6.           The Commission reserves the right to terminate the engagement process at any time without assigning any reason.
