    Sub: -    General Election to the Legislative Assembly of NCT of Delhi- Commission's Direction regarding transmission of postal ballot papers for service voters- electronically- regarding.
    Sir,
    I am directed to forward herewith a copy of the Direction dated 13thJanuary, 2020 issued by the Commission in terms of second proviso to sub-rule (1) of Rule 23 of the Conduct of Elections Rules, 1961, laying down the manner of transmitting postal ballot papers electronically for transmission of postal ballots for service voters at the current General Election to the State Legislative Assembly of  NCT of Delhi.
    You are requested to forward copy of the Direction to the Returning Officers for electronic transmission of postal ballot papers to the service voters. This may also be communicated to District Election Officers and the other election authorities. The contesting candidates should also be briefed by Returning Officers /District Election Officers in this regard.

    DIRECTION
     
    In terms of the provisions of the Second Proviso to sub-rule(l) of Rule 23 of the Conduct of Elections Rules, 1961, the Commission hereby lays down the following manner for transmission of postal ballot papers by electronic means to the service voters and counting of the postal ballots received back from service voters: -
    1. Documents to be transmitted -
     The Returning Officer shall transmit the following documents electronically:
    (a) Postal Ballot Paper,
    (b) Form 13-A-Declaration by Elector,
    (c) Label for Form 13-B- Cover A (Inner Envelope),
    (d) Label for Form l3-C-Cover B (Outer Envelope),
    (e) Form l3-D- Instructions for the Guidance of Elector.
    2. Mode of transmission-
    After the Central Administration Officer (C- Admin) activates the RO operations regarding release of postal ballot paper electronically, the Returning Officer shall be able to log into the system and perform the following activities.
    a. Enter/view the data for the election of his constituency as per the election schedule (i.e. description of the election, state code of constituency, type of constituency (AC or PC), number of constituency, name of constituency, date of the election and RO address for mailing/dispatching back the marked Postal          
    b. Enter/view the download window (i.e. start date and time and end date and time) for Postal Ballot
    c. Load template of the Postal Ballot Paper specific to his constituency
    d. View and approve the sample Postal Ballot generated by the system

    Sir,
    I am directed to state that as per existing policy, revision of electoral rolls with reference to 1st January of the coming year as the qualifying date is done in later part of each year in all States/UTs (normally in the last quarter of a year). Since general election to Legislative Assembly of Jharkhand has recently been concluded, the Commission has decided that a Special Summary Revision be undertaken in your State to give opportunity to the left out electors and new electors who are going to be eligible for enrollment with reference to 01.01.2020 as the qualifying date. The Commission, taking all aspects into consideration, has directed to undertake Special Summary Revision of Photo Electoral Rolls of intensive nature w.r.t. 01.01.2020 as qualifying date in the State of Jharkhand as per the schedule below:-

    WHEREAS, the Election Commission of India by Notification No. 464/EPS/2019(3), dated 28th March, 2019 issued under Section 30 read with Section 56 of the Representation of the People Act, 1951 (43 of 1951) has fixed the hours of poll in respect of 3-Anantnag Parliamentary Constituency in the State of Jammu and Kashmir from 7.00 A.M. to 6.00 P.M.; and
    WHEREAS, after considering the reports of District Administration, Police Administration, Observers and Chief Electoral Officer and taking into account all material circumstances including law and order situation comprised within the said 3-Anantnag Parliamentary Constituency in the State of Jammu and Kashmir.

    NATIONAL MEDIA AWARD FOR BEST CAMPAIGN ON
    VOTERS’ EDUCATION & AWARENESS-2020
     
              Election Commission of India invites entries from Media Houses for the National Media Award for best campaign on Voters’ Education and Awareness during the year 2020. There shall be four Awards, one each for Print media, Television (Electronic), Radio (Electronic) and Online (Internet)/Social media. 
    2.       The awards are to recognize the outstanding contributions by Media Houses to promote electoral participation by creating awareness about accessible elections, educating people about the electoral process and raising awareness among the general public about the relevance and importance of voting and registration. 
    3.       The award(s) will be in the form of a citation and plaque and will be presented on the National Voters’ Day (25th January 2021).
    Criteria
    The Jury will base their assessment on the following criteria:
    Quality of Voter awareness campaign Extent of coverage / quantity Evidence of impact on the public Any other relevant factor(s)  CONDITIONS OF ENTRY 
    Entries must have been published or broadcast/telecast during the relevant period. 
    Print entries must include: 
    1. Summary of the work carried out during the relevant period which should include
    number of news items/articles total print area in sqcms 2. A PDF soft copy OR a link to a relevant web address OR a full size photocopy/print copy of the newspaper/articles;
    3. Detail of any other activity like direct public engagement etc.
    4. Any other information 
    Broadcast Television (Electronic) and Radio (Electronic) entries must include: 
    1. A brief on the campaign/work carried out during the relevant period which should include
    Material (in a CD or DVD or Pen drive) with duration and frequency of broadcast/telecast and total time of such broadcast of each spot during the period Sum of the total broadcast time for all spots/news  News features or programmes on Voter awareness in a CD or DVD or Pen drive or other digital media, along with duration, telecast/broadcast date and time and frequency 2. Any other activity like direct public engagement etc. 
    3. Any other information 
    Online (Internet)/Social media entries must include:
     1.  Summary of the work carried out during the relevant period which should include number of posts/ blogs/ campaigns/ tweets/ articles etc.         
    2. A PDF soft copy of concerned articles OR a link to a relevant web address; 
    3. Detail of any other activity like direct public engagement etc. 
    4. Impact of online activity (details) 
    5.  Any other information
     Important 
    Entries submitted in a language other than English/Hindi will require an accompanying English translation. Entrants submitting broadcast material should be aware that Jury may use only the first ten minutes of features/programme. The Commission’s decision will be final and no correspondence will be entered into. The Commission reserves all the rights in this regard. Entries should carry the name, address, telephone and fax numbers and email of the Media House. Due date: Entries must reach before 20th November, 2020 at the following address:
