    Sir/Madam,
    I am directed to refer to the Commission’s letters mentioned above on the subject cited whereby schedule for the Special Summary Revision of Photo Electoral Rolls w.r.t. 01.01.2020 and Electors Verification Programme (EVP) along with the necessary instructions/guidelines were communicated. The Commission has reviewed the progress of EVP andobserved that large numbers of Forms received for inclusion/deletion/correction, are yet to be disposed of before draft publication. The Commission has also received requests from some CEOs for more time to complete the remaining work.
    2.         Keeping in view the position stated above,the Commission has decided to extend the period for completion of EVP and accordingly change the schedule of SSR, 2020, as per the table given below.

    Sir,
    I am directed to state that as per existing policy, revision of electoral rolls with reference to 1st January of the coming year as the qualifying date is done in later part of each year in all States/UTs (normally in the last quarter of a year). Since general election to Legislative Assemblies of Haryana and Maharashtrahave recently been concluded, the commission has decided that a Special Summary Revision be undertaken in the States of Haryana and Maharashtra to give opportunity to the left out electors and new electors who are going to be eligible for enrollment with reference to 01.01.2020as the qualifying date. The Commission, taking all aspects into consideration, has directed to undertake Special Summary Revision of Photo Electoral Rolls of intensive nature w.r.t. 01.01.2020 as qualifying date in the States of Haryanaand Maharashtra as per the schedule below:-

             2.         The Commission has decided that the revision shall be a Special Summary Revision with reference to 01.01.2020 as the qualifying dateand shall be undertaken as per the above schedule, in accordance with provisions contained inManual on Electoral Roll, 2016 along with subsequent relevant instructions.
    3.         The CEO shall go through the schedule and if any minor change in the above schedule is required, a request should be made with full justification to the Secretary/Pr.Secretary in charge of the concerned territorial division in the Commission,for the Commission’s approval within seven days from the date of issue of this letter. No change in the schedule approved by the Commission will be permitted, thereafter.

    Subject: -    Pre-certification of Political Advertisements in Print Media on the day of poll & one day prior to poll in Haryana & Maharashtra– regarding.
     
    Sir, 
     I am directed to state that instances of advertisements of offending and misleading nature published in print media have been brought to the notice of the Commission in the past. Such advertisements in the last stage of the election vitiate the entire election process. The affected candidates and parties will not have any opportunity of providing clarification/rebuttal in such cases.
     2. In order to ensure that such instances are not repeated, and no untoward incident takes place because of any inflammatory, misleading or hate advertisements, the Commission, in exercise of its powers under Article 324 of the Constitution, and all other powers enabling it in this behalf, hereby directs that no Political Party or Candidate or any other Organization or Person shall publish any Advertisement in the print media on poll day and one day prior to poll day i.e. 20th and 21st October, 2019, unless the contents of the Advertisement proposed to be published by the Political Parties, Candidates etc. are got Pre-certified by them from the MCMC Committee at the State/District level, as the case may be, in your State.   
     3. It is further directed that in order to facilitate the process of pre-certification of the newspaper advertisements and as instructed above, MCMC at State/district level be immediately alerted and activated in order to examine and pre-certify all such advertisements received from the political parties and candidates and others.  It should also be ensured that the decision by MCMC is made expeditiously.
    4. The above direction of the Commission may be brought to the notice of Presidents of all political parties, contesting candidates and Newspapers in the State and also given wide publicity to all Media of Mass Communication for general information and strict compliance.
    5. These directions shall come into force immediately.
     6. A copy of the instruction issued in this behalf may be endorsed to the Commission urgently.

The commission has reviewed the progress of EVP. It has been observed that the progress of EVP is considerably slow and verification/authentication of large number of electors is yet to be done. Large numbers of Forms are also being received for inclusion/deletion/correction, which are to be disposed of before draft publication. The Commission has also received requests from CEOs for more time to complete the remaining work.
    2.         Keeping in view the position mentioned above, the Commission has decided to extend the period for completion of EVP and accordingly changed the schedule of SSR, 2020, as per the table given below. As general election to the Legislative Assembly of Delhi is due in the first quarter of next year, a separate schedule has been fixed for EVP and SSR, 2020 in Delhi.

    3.         The BLOs shall be directed to do verification work with assistance of BLO App. However, where BLO app is not working, BLOs will do House to House verification in necessary formats in hard copy.
    4.         Four Formats for house to house verification i.e.  Format – I (for existing electors), Format – II (for unenrolled eligible citizens), Format-III (for feedback on existing polling stations), Format-IVA (for prospective electors, who will be eligible in SSR, 2020) and Format-IVB (for prospective electors, who will be eligible in SSR, 2021) have been devised and the same are being sent herewith. No separate handbill is required to be given/collected by BLOs, as the necessary fields of handbill have been included in Format-I.
    5.         As per existing instructions, the electors have been asked to authenticate their entries individually with one of the documents mentioned in the list approved by the Commission and the BLOs have also been asked to collect a copy of the document authenticated. This instruction has been modified in light of the suggestions received from CEOs.It has been decided that henceforth authentication with a document in respect of head of the family will be sufficient in respect of entries of all other family members. The BLOs may see the physical document and should not insist for copy of the same. If the elector refuses/objects to give/show the copy of any of the document, BLO may mention that in his report and his verification should be taken as complete if, the elector is found to be physically residing at the place/address mentioned in the electoral roll.
    6.         The Commission has further directed that non-standard EPIC numbers should be converted to standard 10 digit alphanumeric numbers for making EPIC number as unique no. of the elector which will continue with the same elector throughout his life, irrespective of his migration from one place to another. The issuance of fresh EPIC with new EPIC number may be done, depending upon availability of funds at the state level. For updating old EPIC numbers to new EPIC numbers, provision is being given to ERO in the ERO-Net itself. Detailed mechanism in the matter is being prepared by the IT Division of the Commission. Wherever the mobile number of elector is available, a message may be sent regarding the updated EPIC number to the elector concerned. It has also been decided that while printing such EPIC both the numbers will be printed on it. A sample copy of the EPIC is enclosed herewith.
    7.         The Commission has directed that all the activities of EVP like verification of entries of existing electors, collection of details/forms in respect of un-enrolled eligible citizens/dead/permanently shifted electors, standardization of addresses, collection of feedback on polling stations and their rationalization, collection of details of deceased electors from the points of last rites, verification of DSEs and logical errors etc., shall be completed in the extended period.
    8.         All the officials/ officers concerned shall be informed of the Commission’s above directions for its compliance.
    9.         Wide publicity to the modified schedule of SSR, 2020 shall be made through all available media. Political Parties shall be informed of the modified schedule in writing.

     NATIONAL MEDIA AWARD FOR BEST CAMPAIGN ON
    VOTERS’ EDUCATION & AWARENESS-2019
                            Election Commission of India invites entries from Media Houses for the National Media Award for best campaign on Voters’ Education and Awareness during the year 2019. There shall be four Awards, one each for Print media, Television (Electronic), Radio (Electronic) and Online (Internet)/Social media.
     2.         The awards are to recognize the outstanding contributions by Media Houses to promote electoral participation by creating awareness about accessible elections, educating people about the electoral process and raising awareness among the general public about the relevance and importance of voting and registration.
     3.         The award(s) will be in the form of a citation and plaque and will be presented in a function on the National Voters’ Day (25th January 2020).
     Criteria 
    The Jury will base their assessment on the following criteria:
    Quality of Voter awareness campaign Extent of coverage / quantity Evidence of impact on the public Any other relevant factor(s)  
     CONDITIONS OF ENTRY
     Entries must have been published or broadcast/telecast during the relevant period.
     Print entries must include:
     1. Summary of the work carried out during the relevant period which should include
                i. number of news items/articles
                ii. total print area in sq cms
     2. A PDF soft copy OR a link to a relevant web address OR a full size photocopy/print copy of the newspaper/articles;
     3. Detail of any other activity like direct public engagement etc.
     4. Any other information
     Broadcast Television (Electronic) and Radio (Electronic) entries must include:
     1.         A brief on the campaign/work carried out during the relevant period which should include
    Material (in a CD or DVD or Pen drive) with duration and frequency of broadcast/telecast and total time of such broadcast of each spot during the period  Sum of the total broadcast time for all spots/news News features or programmes on Voter awareness in a CD or DVD or Pen drive or other digital media, alongwith duration, telecast/broadcast date and time and frequency  
    2.         Any other activity like direct public engagement e3.         Any other information
     Online (Internet)/Social media entries must include:
     1.         Summary of the work carried out during the relevant period which should include number of posts/ blogs/ campaigns/ tweets/ articles etc.
    2.         A PDF soft copy of concerned articles OR a link to a relevant web address;
     3.         Detail of any other activity like direct public engagement etc.
     4.         Impact of online activity (details)
     5.         Any other information
     Important
     I.          Entries submitted in a language other than English/Hindi will require an      accompanying English translation.
    II.         Entrants submitting broadcast material should be aware that Jury may         use only the first ten minutes of features/programme.
    III.       The Commission’s decision will be final and no correspondence will be entered into. The Commission reserves all the rights in this regard.
    IV.       Entries should carry the name, address, telephone and fax numbers and email of the Media House.
