  1. Use of Indelible Ink for affixing stamp indicating home quarantine of people due to COVID-19.

    Due to extraordinary circumstances because of COVID-19 pandemic, the Commission has reviewed its decision suo-moto and it is decided to allow usage of Indelible Ink on persons for stamping for home quarantine by health authorities with the following conditions:
    As per the provisions of Rule 49K of the Conduct of Elections Rules,1961, the left forefinger of electors is required to be marked with indelible ink at the polling stations before the elector is allowed to vote. Sub rule (4) of the said Rule 49K provides that in cases where the elector does not have fore finger on the left hand, the ink is to be marked on any finger on his left hand, and if he does not have any finger on his left hand, the ink is to be marked on his right forefinger. Hence, concerned authorities shall be instructed not to use the Indelible Ink on any finger on left hand of any persons. Ministry may standardise the mark and the location on the body where the mark has to be applied so that it does not come in the way of conduct of elections anywhere in the country. The authorities concerned shall be instructed to maintain the record of the persons to whom Indelible Ink is applied. The authorities shall also be instructed to ensure that the Indelible Ink shall not be used for any other purpose. Commission would like bring to the notice of entities be they be Ministries/ Departments in GOI / any PSUs in the Central / State sector / Govts of user States / Govts of UTs that indelible ink mark is normally expected to last for 3 days when applied on the skin but lasts for a few weeks on the fingernail till the nail grows out.

                I am directed to state that in order to provide opportunity for enrollment to unenrolled eligible service electors specifically those who are going to be eligible with reference to 01.01.2020 as the qualifying date so that after enrollment they can exercise their voting right in the future elections as well as to get the last part updated, the Commission has decided to undertake Special Summary Revision of last part of electoral rolls in the State of Maharashtra with reference to 1st January, 2020, as the qualifying date, as per the following schedule:-

    Sir,
    I am directed to state that as per existing policy, revision of electoral rolls with reference to 1st January of the coming year as the qualifying date is done in later part of each year in all States/UTs (normally in the last quarter of a year). Since general election to Legislative Assembly of Jharkhand has recently been concluded, the Commission has decided that a Special Summary Revision be undertaken in your State to give opportunity to the left out electors and new electors who are going to be eligible for enrollment with reference to 01.01.2020 as the qualifying date. The Commission, taking all aspects into consideration, has directed to undertake Special Summary Revision of Photo Electoral Rolls of intensive nature w.r.t. 01.01.2020 as qualifying date in the State of Jharkhand as per the schedule below:-

    ORDER
                    In connection with the current general election to the Legislative Assembly of NCT of Delhi, Bharatiya Janata Party, a recognized National Party, vide their letter dated 21-01-2020, has furnished the names of leaders (star campaigners) of the said Party in terms of the provisions of Explanation 1(a) to subsection (1)  to sub-section (1) of Section 77 of the representation of the People Act, 1951. Names of Shri Anurag Thakur and Shri Parvesh Sahib Singh were among the list of forty leaders furnished by the Party.
                The Commission has noticed that Shri Anurag Thakur and Shri Parvesh Sahib Singh have made statements/speeches contents of which were in violation of the letter and spirit of the various provisions of the Model Code of Conduct for Political Parties and Candidates. The Commission has issued Notices to the said leaders regarding action against them under the Model Code of Conduct. The Commission has also issued a general Advisory to all political parties to instruct their functionaries and candidates to the provisions of the Model Code of Conduct.
